Details: It should be emphasised that in the past, separate groups of Russian army personnel solely operated on Ukrainian territory, where the Russian Federation conducts armed action.
The Coordination Council on Military Security of Border Territories, the creation of which was announced by Russian Defence Minister Andrei Belousov on 20 August, will direct army groups' actions. Its members include deputy ministers, regional leaders, and representatives from the Russian Federation's General Staff. It is supposed to convene at least once every week.
The council was led by Belousov himself. According to the Kommersant daily outlet, Deputy Defence Minister Yunus-Bek Yevkurov, the former head of the Republic of Ingushetia, has been appointed deputy chairman of the Coordination Council. Yevkurov had previously overseen the Kremlin's military cooperation with sympathetic African regimes.
Belousov stated that the Coordination Council's work should be done around the clock, with requests from areas handled on a daily basis. "If it is impossible to solve the problem at its (Council’s) level, they bring the information to me personally, and I make a decision," the minister stressed.
According to reports, the council's line-up does not include the head of the Russian General Staff, Valery Gerasimov. Since 2023, he has led a joint force of Russian troops in Ukraine.
